Millersburg Town Council Meeting
January 24th, 2007
The regular monthly meeting of the Millersburg Town Council was held on Wednesday January 24th, 2007 at 6:30 P.M. at the Millersburg Town Hall.
James Winkler called the meeting to order at 6:35 p.m.
A motion was made by James Winkler to approve the minutes for January 10th, 2007. The motion was seconded by Abe Beachy and upon a voice vote was approved unanimously.
Park
- The Clerk Treasurer sworn into the Park Board resident Jack Lantz Jr. Steve Vail was not sworn in as he wasn’t present. Council President James Winkler welcomed Mr. Lantz to the Park Board and encouraged him to enjoy his term.
- New Park Board President Duane Mahler informed the Council that at their meeting on Wednesday January 17th, 2007 Steve Vail nominated Duane Mahler for Park Board President Doug Sherman seconded and the motion was carried by a unanimous voice vote.
- New Park Board President Duane Mahler informed the Council that he would have an idea of the cost of a walking trial at Cook Station Park at the next regular meeting. Council President Winkler asked Mr. Mahler if the path would be one lap around the park starting at the volleyball court and back to the main drive. Mr. Mahler answered “yes” that would make the most sense. Superintendent Eldridge asked Mr. Mahler if the trail would run on the drive at the lift station north of the park. Mr. Mahler answered “No”. Council Member Dean Hawkins said he appreciated that Mr. Mahler grabbed the ball and was willing to continue the park projects even with what he has been through lately. Mr. Mahler lost his wife to cancer and he has cancer and will need treatment.
- Park Board President Duane Mahler asked the Council if the town would pay for his cell phone or part of, as he will be using it for Park business. President Winkler answered “No” as the position is a volunteer position and the town has never paid for phones for anyone not employed by the town.
Water Superintendent
- Resident Jack Lantz Jr. asked Superintendent Eldridge why the towns’ water smelled like pool water and looked rusty. Superintendent Eldridge explained that chlorine is put into the system year around as a disinfectant the chlorine levels were right on this week when tested. Superintendent Eldridge explained that until the town can afford an iron filtration system the town will have large deposits of iron and rusty water.
Wastewater Superintendent
- Superintendent Eldridge informed the Council that the refurbished clarifier mechanism will be back on Thursday or Friday January 24th or 25th, 2007. Quality Repair Services located in Greenwood Indiana had the gear they needed on hand and also replaced the seals. Superintendent Eldridge sent two bearings, but they were returned as they were the wrong size and had to be fabricated. The job came in under the quoted amount of $8,000.00. A charge of approximately $2,200.00 was charged to pull the clarifier, because they had to use a large crane. Quality Repair Services also painted and reconditioned the clarifier mechanism. Council Member Dean Hawkins asked if Superintendent Eldridge plans on repairing the other clarifier. Superintendent Eldridge answered “Yes”. Superintendent Eldridge informed the Council that construction will continue when the clarifier mechanism is returned.
Maintenance Director
- Assistant Director Jack Lantz informed the Council that approximately eight (8) trees are bad along Washington Street and asked the Council if the town could mark trees to be trimmed as a large limb was pulled down this week by the Borden WasteAway driver. The Goshen News Correspondent Stephanie DeBolt suggested that the town not mark trees; as if they fell and hurt someone before they could be trimmed the town could incur a law suit. Council President Winkler suggested that Jack get the addresses of homes that have bad trees and set up a time he and the Street Department could walk through town and determine which trees need trimmed or cut down. President Winkler stated that then the town could get quotes to have the trees taken care of. It may be necessary to see how much the owners are responsible for the cost of taking care of the trees stated President Winkler.
- Assistant Director Jack Lantz informed the Council that he would like to get two (2) more garage door openers and controls. The wash bay and the area the Police cars are parked don’t have openers and the doors are heavy. The Council suggested Mr. Lantz talk to Director King and get quotes.
- Assistant Director Jack Lantz informed the Council that the Street Department is using equal amounts of salt and sand, as there is not much snow, but a lot of ice.
- Assistant Director Jack Lantz informed the Council that he donated a used hot water heater for the wash bay so the Street Department would have hot water to wash the cars and equipment. The pipe and other small items where paid for out the Street Department budget.
Marshal
- Monthly Stats were not available as the Marshal was not present.
Clerk/Treasurer
- The Clerk/Treasurer Wanda Chupp would like permission to put two payable checks back into the system as they have been outstanding for over two years. Checks are as followed:

A motion was made by James Winkler to approve putting the above checks back into the system. The motion was seconded by Abe Beachy and upon a voice vote was approved unanimously
New Business
- Council President James Winkler asked the Clerk/Treasurer to talked to Realtors in the area and ask what would the property at 200 W. Washington St. the old waterworks building might be worth. There is someone in the community who might be interested in buying the building.
James Winkler made the motion to pay bills. The motion was seconded by Dean Hawkins and upon a voice vote was approved unanimously.
