Millersburg Town Council Meeting
December 22nd, 2004
The regular monthly meeting of the Millersburg Town Council was held on Wednesday December 22nd, 2004 at 6:30 P.M. at the Millersburg Town Hall.
James Winkler called the regular meeting to order at 6:30 p.m.
A motion was made by James Winkler to approve the minutes for December 8th, 2004. The motion was seconded by Abe Beachy and carried by a unanimous voice vote.
Park
- Park Board President Lee Nisley was present and informed the Council that he received a resolution from The Millersburg Friends of the Park Committee to go forward with the new playground at Cook Station Park. President Nisley also informed the Council that the Park Board has paid two of the bills for the designing of the playground.
- President Nisley informed the Council that the Park Board will have four members again for the year 2005 and may have one opening, as Mark Neibert may not be returning.
Water Superintendent
- Discuss quotes for a water meter for Millersburg Elementary School. Tabled.
- Council President James Winkler asked Superintendent Eldridge if a resident calls about frozen water pipes, who is responsible? Superintendent Eldridge replied that the resident is responsible.
Wastewater Superintendent
- The pump lift station at the wastewater plant was discussed. Superintendent Eldridge informed the Council that he had spoke with Amy Miller and she had contacted the Department of Commerce about our grant. The town did not get the grant this round and this next round may be our last chance. Superintendent Eldridge also spoke to Jim Frazell from TRIAD and agreed that the town should hold out on fixing the pump lift station until the grant process in the spring is final. Council President James Winkler informed the Council that he had received a letter stating six (6) items that the town needs to address. The Department of Commerce will gladly meet with the Council and Superintendent Eldridge to help with the items that need addressed. Superintendent Eldridge informed the Council that he had problems with the pump lift station at the wastewater plant he checked it out after the weekend and it was almost filled to the top and no alarm went off. Superintendent Eldridge with help from the Maintenance Department had the pumps up and running in one and one half hours. Council President James Winkler asked if cold weather had any effect on the problem? Superintendent Eldridge answered, “Yes”. A towel was wrapped around one of the pumps and a plastic strip was wrapped around another pump. The switch in the electrical board should have triggered an alarm, but it didn’t. Superintendent Eldridge called M & M Security. The reason the security system didn’t sound an alarm was that the battery in the transmitter was dead.
Maintenance Director
- Maintenance Assistant Jack Lantz thanked the public, the council and town employees for coming to the appreciation luncheon on Monday, December 20, 2004.
Marshal
- Marshal Hathaway informed the Council that the Santa visit held on Saturday December 11th, 2004 went well. Marshal Hathaway informed the Council that approximately 60 children came out to see Santa, which were twice as many as last year.
Clerk/Treasurer
- End of year adjustments to balance funds. James Winkler made the motion to pass Ordinance 2004-10 year-end transfers Dean Hawkins seconded and the motion was carried by a unanimous voice vote. See attachment.
- The Clerk Treasurer asked permission to move $6,000.00 from the wastewater improvement fund to the TIF fund as the town will not receive the TIF tax money by the end of the year. The money will be transferred back as soon as the TIF tax money comes in, which should be by the end of January 2005. The Council approved.
Unfinished Business
- Council Member Dean Hawkins asked Jack Lantz if the drainage project on Lincoln Street was done. Jack Lantz answered “No” it will be done in the spring of 2005.
New Business
James Winkler made the motion to pay bills. The motion was seconded by Abe Beachy and was carried by a voice vote.
