Millersburg Town Council Meeting
November 24th, 2004
The regular monthly meeting of the Millersburg Town Council was held on Wednesday November 24th, 2004 at 6:30 P.M. at the Millersburg Town Hall.
James Winkler called the regular meeting to order at 6:30 p.m.
A motion was made by James Winkler to approve the minutes for November 10th, 2004. The motion was seconded by Abe Beachy and carried by a unanimous voice vote.

- Jim Frazell from TRIAD Associates was present to answer questions about the importance of going forward with the rebuilding of the pump lift station at the wastewater plant. Mr. Frazell asked if Amy Miller from Cornerstone Grant Management has talked to Superintendent Eldridge? Superintendent Eldridge answered “no”. Wanda Chupp Clerk/Treasurer informed Mr. Frazell that Amy had called her and asked if anyone had heard from the DOC and Mrs. Chupp told Amy “yes” they call the Clerk’s Office and informed the Clerk/Treasurer that the Town of Millersburg did not get the grant on this round. The rebuilding was part of the Wastewater Grant, as the Town of Millersburg didn’t get the grant this round the lift station would have to wait until the summer of 2005 and Mr. Frazell believes the lift station cannot wait that long. Mr. Frazell stated that back in the summer when his company did an evaluation of the plant he was concerned about what he saw was being done to keep the pumps running and the electrical panel was dangerous. Mr. Frazell suggested the Town of Millersburg take the element of the pump lift station out of the grant and resubmit the grant in January 2005 with the award announced in May 2005. Council President James Winkler asked if the money spend out of the town’s pocket could go toward the grant. Mr. Frazell answered, “Yes” he believed that the money would count as a community effort and could be used toward the match money. Council Member Dean Hawkins stated his concern that we would be penalized if we go forward. Mr. Frazell stated that he didn’t believe so, but he would check with Amy Miller the Grant Administrator to make sure that every dollar for the emergency would be applicable to the grant. Mr. Frazell suggested that the Council, Superintendent Eldridge and anyone else should call their Senator and House Representative or meet with them and have them voice their support of the grant. Mr. Frazell suggested that the town declare an emergency and move forward with the rebuilding of the pump lift station. Council President James Winkler suggested that the Council wait until the December 8th, 2004 regular Council Meeting to declare an emergency so all issues could be researched. The Council, Mr. Frazell and Superintendent Eldridge all agreed.

- Marshal Hathaway informed the Council that Santa would be in Millersburg on Saturday December 11th, 2004 at the American Legion Friendship Hall from 10:00 a.m. until 1:00 p.m.

- Council President James Winkler reminded everyone that the town Christmas Party is on Friday December 3rd, 2004 and anyone who is going needs to sign up.
James Winkler made the motion to pay bills. The motion was seconded by Dean Hawkins and was carried by a voice vote.
