Millersburg Town Council Meeting
November 10th, 2004
The regular monthly meeting of the Millersburg Town Council was held on Wednesday November 10 th, 2004 at 6:30 P.M. at the Millersburg Town Hall.
James Winkler called the regular meeting to order at 6:30 p.m.
A motion was made by James Winkler to approve the minutes for October 27th, 2004. The motion was seconded by Abe Beachy and carried by a unanimous voice vote.
- Council President James Winkler presented resident Jack Lantz Jr. with a certificate of appreciation. Mr. Lantz put in a sidewalk at his residence at 422 E. Lincoln Street and didn’t ask the Town of Millersburg for any financial help. Usually the town pays for the concrete or the labor to put in a sidewalk. The savings to the town was substantial. Mr. Lantz also help his neighbor put in his sidewalk. President Winkler stated that the town appreciates when citizens go above and beyond the call of duty to help the town out and likes to recognize these special residents. Mr. Lantz expressed his appreciation for the award.

- Superintendent Eldridge informed the Council that we didn’t get the WWTP Grant on the second round and that we should resubmit the grant again in April 2005. One of the reasons for not getting the grant was poor public turn out at the hearings and poor public input. Council President James Winkler stated that if we don’t get the public support our only recourse would be to raise the sewer rates to pay for the project as the work has to be done. Superintendent Eldridge informed the Council whether we get the grant or not the Pump Lift Station has to be rebuilt. One pump is hard wired, guide rails are rusted on all the pumps and the pumps are obsolete. Superintendent Eldridge informed the Council that it would cost approximately $50,000.00 to rebuild the lift station and electric board. President Winkler asked if we have the availability to buy a backup pump for emergencies. Superintendent Eldridge responded “yes” if we had to. Council Member Dean Hawkins suggested that the Town of Millersburg should go ahead with the project. After much discussion President Winkler suggested that the Council make no commitments at this meeting he would like for TRIAD to come and explain the pump project. Superintendent Eldridge was instructed by the Council to invite Jim Frazell from TRIAD ASSOCIATES to the next regular meeting.
- Superintendent Eldridge informed the Council that he received a court notice for the NPDES permit contesting E Coli testing. The hearing is scheduled for January 11th, 2005 in Indianapolis.
Maintenance Director

- Director King informed the Council that the leaf-vac is down. A bearing broke and he is waiting on the part to come in. The leaf-vac was bought in the year 2000 with 375 hours on the equipment, which now has 444 hours. Director King will replace the bearing himself as it would take days to take it to a dealer for repair. Director King also informed the Council that leaf pickup will end on November 24th, 2004 as snow has been forecast for Thanksgiving Day and the truck needs to be changed over for plowing snow.
- Director King informed the Council that the seam in the dump truck bed has cracked and is in need of repair. Director King asked the Council for permission to get the bed fixed. A & R Machine will do the work for approximately $900.00 to $1,000.00. The Council approved the request.
- Director King informed the Council that the property at 200 E. Lincoln owned by Mr. Steve Yoder has a problem with water backing up and comes up to his entrance door of his shop when it rains. Mr. Yoder would like to know if the town could help him by uncovering a drain that is located close to the property. The Council approved for Mr. King to check the drain and uncover it if it’s functional. Mr. King thinks it might be functional.

New Business
- The Clerk/Treasurer presented to the Council quotes for natural gas prices for the year 2005.
The quotes are as follows;
- NIPSCO - $.999 cents per therm for one year.
- Vectren Source - $.975 cents per therm for one year.
- URS - $.975 cents from November 2004 to March 2005 and summer months would be summer rates.
- MXEnergy - $.763 cents per therm for three years.
All of these companies are suppliers for NIPSCO and are approved by NIPSCO to quote rates. The Council made the decision to use MXEnergy and lock into a three-year contract. The Clerk/Treasurer was instructed to inform MXEnergy of the Town of Millersburg’s decision. The price per therm will start on the December 2004 billing.
James Winkler made the motion to pay bills. The motion was seconded by Abe Beachy and was carried by a voice vote.
