Millersburg Town Council Meeting
July 14th , 2004
The regular monthly meeting of the Millersburg Town Council was held on Wednesday July 14th, 2004 at 6:30 P.M. at the Millersburg Town Hall.
James Winkler called the budget planning meeting to order at 6:04 p.m.
- The Salary Ordinance was discussed and Deputy Clerk Branden Beachy presented the numbers for a 3% raise for all employees. The Council approved for the numbers for a 3% raise to be used and see what the bottom line will be after the form 1’s are finished. The Crossing guard’s salary will start at $9.00 as a new person will need to be hired for the 2004-2005 school year. A percentage of the Maintenance Director’s salary was moved out of the Wastewater Fund into the M.V.H. fund to relieve the burden on the Wastewater fund. Marshal Keith Hathaway made a recommendation to bring Angie King on as a full time employee, at this time she is part-time divided between the Police Department and the Clerk/Treasurer’s office. Mrs. King would start fulltime on January 1st, 2005 with vacation pay and full benefits. Dean Hawkins made the motion to accept Marshal Hathaway’s recommendation James Winkler seconded and motion was carried by a unanimous voce vote. The Form 1’s were not reviewed as the salary numbers needed to be discussed and decided on first. The Clerk/Treasurer will have them at the next budget meeting.

James Winkler called the regular meeting to order at 6:30 p.m.
A motion was made by James Winkler to approve the minutes for June 23rd, 2004. The motion was seconded by Dean Hawkins and carried by a unanimous voice vote.
- Lesley Lashley representing the Millersburg Friends of the Park did address the Council about the 2004 Millersburg Farmers Day Festival. Mrs. Lashley informed the Council that the Festival is on schedule for August 21 st, 2004 at the Cook Station Park. Volunteers are still needed for the parade and the day of the Festival. Mrs. Lashley requested if the Council would be willing to donate money to help pay for the advertising again this year as in past years. The Council approved a donation of $500.00. Council President James Winkler asked what will be available this year at the Festival. Mrs. Lashley gave the Council a lineup of what will be offered. Mrs. Lashley also informed the Council that the money earned from the Festival will be donated to the Park Department to use for new playground equipment. Mrs. Lashley asked if the Town would be willing to or know anyone who would be able to help finance some of the equipment. Clerk/Treasurer Wanda Chupp informed Mrs. Lashley that the Park has a budget and there is money in the budget for playground improvements, so the money the Friends of the Park donates is extra and very helpful.
- Theresa Roth was present to discuss a letter she received from the Town of Millersburg to move the boulders at the edge of her property at 325 E. Main Street. The boulders are right at the edge of the property and are in the right of way causing a problem with the town trucks negotiating the curve to the maintenance building. After a long discussion Mrs. Roth was not happy with the request by the Council to move the boulders back at least five (5) feet and left the meeting with no resolution. Council President James Winkler asked that Council Member Abe Beachy talk to the Roth’s about a comprise the Council discussed after Mrs. Roth left the meeting.
Park
Water Superintendent

- Superintendent Ben Eldridge would like to take vacation on July 28th, 29th and 30th, 2004. The Council approved.
- Superintendent Eldridge informed the Council that he had talked to Stephanie Debolt The Goshen News Correspondent for the Town of Millersburg about hiring a part time person for the summer to paint hydrants. Mrs. Debolt suggested that the town ask for a group to work as a fundraiser. Superintendent Eldridge asked for suggestions from the Council. President Winkler said he would like see a group from our community do the work. It was suggested that the Fairfield High School Wrestling Team be approached and asked if they would be interested. President Winkler said he will talk to Coach Misner.
Wastewater Superintendent

- The Council discussed the problem at the Phillip Juif residents at 238 E. Elm Street. Mr. Juif felt that large trucks running over the road in front of their house was causing a sewer smell to come into their house. Superintendent Eldridge has visited the house and explained that it wasn’t possible for the sewer smell to come from the road. Council President James Winkler agreed that he would visit Mr. Juif and talk to him.
- Superintendent Eldridge informed the Council that Mike Wise from Wise Electric visited the Wastewater Plant to look at the electric cabinet. Mr. Wise suggested that the town not replace the cabinet at this time it looks bad but functions okay. Mr. Wise suggested that the cabinet would last until the town got the grant and it would be a waste of money for him to build a new one and have to scrape it out later. Mr. Wise said that the town could call him anytime we have a problem. President Winkler suggested that a three sided lean-to be put around the cabinet this winter. The Council agreed to put off replacing the cabinet at this time.
Maintenance Director

- Director King recommended a quote of $41.25 per ton for road salt which includes delivery. Director King would like to purchase 40 tons, as the town had 23 tons last year on hand and ran out and had to buy salt from Shipshewana. One truck would be delivered in October and the other one later on in the winter. The Council approved the recommendation.
- Director King informed the Council that the backhoe is broke and no recycling can be done so the recycling area at the Cook Station Park will be closed until ours is fixed or one can be rented. After a long discussion it was decided to have Abe Beachy fix the old backhoe so it could be traded in on a new one. Director King asked if he could rent a backhoe to get an idea of what the town needs in a backhoe. President Winkler instructed Director King to rent a backhoe for two weeks at $600.00 per week.
- Director King asked if Stephanie Debolt would put an ad in the Millersburg news section that the recycling center will be closed and people could put their limbs at the edge of the street and they will be chipped and removed.
Marshal

- Marshal Hathaway informed the Council that he received a check for $240.00 from the Prosecuting Attorney’s office for drug seizures.

New Business
- The Clerk/Treasurer presented the Council with a request to put a lien on the property at 113 S. Benton Street due to a delinquent sewer bill. The property owners have moved out and left the property and the Clerk has no forwarding address. The Council approved the request.
James Winkler made the motion to pay bills. The motion was seconded by Dean Hawkins and was carried by a unanimous voice vote
