Millersburg Town Council Meeting

January 12, 2004

 

The regular monthly meeting of the Millersburg Town Council will be held on Tuesday January 27th, 2004 at 6:00 P.M. at the Millersburg Town Hall                                                             

James Winkler called the regular meeting to order at 6:00 p.m.

A motion was made by Abe Beachy to approve the minutes for January 12th, 2004 .   The motion was seconded by Dean Hawkins and carried by a voice vote.

•  Park

•  Oath of Office for the Park Board President Lee Nisley was renewed for four (4) years. Clerk/Treasurer Wanda Chupp attended the meeting and swore in the President and Board Members Mark Neibert one (1) year term and Steve Vail two (2) year term.

•  Water Superintendent

•  The new water meters have arrived and Superintendent Eldridge will start installing them by the 1 st of February. Training for the Clerk/Treasurer, Deputy Clerk, Maintenance Crew and Utility Superintendent will start around the same time.

•  Superintendent Eldridge informed the Council that he did not attend the seminar on Stage 1 DBP Rule in Indianapolis on January 25th and 26th, 2004 as planned. Indiana Rural Water Association decided to extend the seminar so more people could attend so the same seminar will be offered in Cromwell on February 10 th 2004 and Superintendent Eldridge will attend at that time. Council approved.

•  Superintendent Eldridge informed the Council that he would like to attend an AWWA Conference that is being held on February 16 th -19 th , 2004 in Indianapolis . There is only one day that Superintendent Eldridge is interested in attending and that is Wednesday February 18 th . The cost of the Conference is $60.00 plus the hotel room. The conference will give credit toward Superintendent Eldridge's water license. The Council approved.

•  Wastewater Superintendent

•  Superintendent Eldridge informed the Council that on January 19th one of the pumps at the wastewater lift station went bad. Superintendent Eldridge took the bad pump to C&L Electric and they said that the impeller was bad and they replaced it. Wise Electric was called to fix the starters, as one starter burned up and one was very old and the third one was different so all three were replaced to match. Goshen Wastewater came with their Vac-truck and hosed out and pumped the lift station.   As one pump could not keep the lift station running Superintendent Eldridge pulled the guide rails off the bad pump and put them on the good pump that had broken guide rails. Council President Winkler asked if some of the cost of the repairs could be covered by the grant. Superintendent Eldridge said he believed that we could use some of the money for the repairs.

•  Maintenance Director

•  Maintenance Director King was not present, but did request that he be paid (40) hours of compensation time as he will be over the 80 hour limit after this week. James Winkler made the motion to pay Director King for (40) hours of comp-time Dean Hawkins seconded and motion was carried by a voice vote.

•  Marshal

•  Marshal Hathaway informed the Council that he would like to recommend hiring Darryl Deisinger as a Deputy Marshal Reserve as he has four openings. Council President James Winkler asked where Mr. Deisinger lives. Marshal Hathaway answered on S.R. 15 in Goshen . Marshal Hathaway would like to swear Mr. Deisinger into office so he could start his training soon. James Winkler made the motion to accept Marshal Hathaway's recommendation Abe Beachy seconded and motion was carried by a voice vote.

•  Marshal Hathaway informed the Council that the Town of Syracuse agreed to accept another year of an open end contract for animal control. It means that the Town of Syracuse will provide animal control service to the Town of Millersburg for another year at the same rate of $100.00 per month.

•  Clerk/Treasurer

•  Clerk/Treasurer Wanda Chupp received word from the County that there is extra money that the town could receive, but it must go into the Rainy Day Fund. As the Town of Millersburg does not yet have a Rainy Day Fund the Clerk/Treasurer presented Ordinance 2004-1 for the first reading to establish a Rainy Day Fund.

•  New Business

•  Council President James Winkler asked if the Goshen News Correspondent could put a quote in the paper that the Town of Millersburg is not a member of the Horizon Project at this time and President Winkler feels that the town should not join at this time. Dean Hawkins and Abe Beachy both agreed. Stephanie DeBolt the Goshen News Correspondent said that she could put a quote in the paper for the town.

•  Council President James Winkler informed the Council that he has talked to Paul Miller several times about the connection fees for the two new houses he has built on Blessing Street . The new homeowners want into the last house built by February 1st, 2004 . The new homeowners called Superintendent Eldridge and asked how he could get into the house sooner. Superintendent Eldridge suggested that the new homeowners might pay the connection fee then deal with Mr. Miller later on.

James Winkler made the motion to pay bills. The motion was seconded by Dean Hawkins and was carried by a voice vote.
