Town Council Minutes - 10-28-02
Robert Majdak called the regular meeting to order at 6:30 p.m.
A motion was made by Robert Majdak to approve the minutes for October 14th, 2002. The motion was seconded by Max Miller and carried by a voice vote.
I. Park
II. Water Superintendent
• Discuss water main repair at the intersection of S.R. 13 and Main Street.
Tabled
• Superintendent Eldridge would like to inform the Council that his fluoride
pump broke and he sent it to Chemical Pump and they quoted $581.80 to fix the
pump, which is 12 years old. Superintendent Eldridge learned that he could buy
a new one at a cost of $691.20 with a trade in of the old pump and recommends
buying a new pump instead of fixing the old one. After a short discussion the
Council approved the recommendation to buy a new pump.
III. Wastewater Superintendent
• Superintendent Eldridge is asking permission to use Steve Kiefer to
do the paperwork for the land application test and reports that need to be done
to dump sludge on farm land. The reports include; EPA,
IDEM and the 503. This is still part of
the reed-bed maintenance project. The cost is approximately $2,500.00 and will
come from TIF monies. Council approved.
• Amy Miller of Cornerstone Grants Management called the Clerk/Treasurer
and asked her to write a letter on Town letterhead to the Indiana
Department of Commerce asking to get permission to incur costs prior to
the execution of the grant agreement contract which would include costs for
grant administration, environmental review, and engineering services. It may
take a while for the monies to get distributed and weather plays a role for
Triad Engineering. The
letter was sent out on October 21st, 2002.
IV. Maintenance Director
• Update on the purchase of the bucket truck. Maintenance Director Abe
Beachy inspected the bucket truck in question and recommend that the town buy
the truck for $1,000.00. Director Beachy called area dealers and was told that
a used bucket truck that was similar would cost around $10,000.00. The Council
approved the purchase.
• The Street department traded (2) large truck tool boxes and a yellow
caution light for the 1991 Chevy S-10 owned by the Wastewater
Department. Maintenance Director Abe Beachy check around to see what the
Chevy S-10 was worth and got three (3) quotes ranging from $400.00 to $700.00.
The tool boxes and light was worth approximately $500.00. The Council agreed
that it was a good exchange between departments.

VI. Clerk/Treasurer
• Review and adopt Ordinance 2002-15
redistricting of wards. After reviewing Ordinance
2002-15 and where the new lines would run and that the population would
be equal in all three (3) wards Max Miller made the motion to adopt Ordinance
2002-15 with an addition to the directions to section (1. A.) and Robert
Majdak seconded and motion was carried by a voice vote.
VII. New Business
• The Clerk/Treasurer called a company called ACM
Environmental Inc. and had them come to the Town Hall and consult with the
Marshal, Robert Majdak and herself about the air quality in the Town Hall offices.
Jason Ganser and Tom Barczak representing ACM visited and took pictures, a survey
from the Clerk/Treasurer and the Marshal’s secretary and will return in
a couple of weeks with equipment to test the air and make recommendations.
Robert Majdak made the motion to pay bills. The motion was seconded by Max
Miller and was carried by a voice vote.
