Town Council Minutes - 06-10-02
Robert Majdak called the meeting to order at 6:30 p.m.
A motion was made by Robert Majdak to approve the minutes with corrections for May 28th, 2002. The motion was seconded by Greg Baumgartner and carried by a voice vote.
• The drainage problem on Elm Street concerning property belonging to Ella Mae Chupp was addressed for the second time. A letter was sent to the Council from Pastor Ron Kennel stating his concerns and support for Mrs. Chupp. A copy of the letter is attached to the minutes. Superintendent Eldridge and Maintenance Director Abe Beachy checked the easement behind John Miller’s property to see what could be done to help the problem at Mrs. Chupp’ s property. A couple of suggestions were to dig a swale for a retention area for overflow or put a check valve on the storm drain. Council Member Greg Baumgartner asked if the culvert was open in the area? Director Abe Beachy answered yes the drain is open, but the storm drain isn’t large enough for hard rains and just gets full and dumps into Mrs. Chupp’s property. Council Member Greg Baumgartner suggested that the town should get an engineer involved in helping find an answer for the problem. Director Abe Beachy suggested the correct solution would be to build a larger storm drain, but it would be a financial burden on the taxpayers. Council Member Max Miller asked if Forest River could divert their water runoff? Director Beachy answered that they could make their retention pond larger, but that was already ruled out. Council President Robert Majdak suggested that Maintenance Director Abe Beachy contact Triad Engineering and run his concept of how to solve the drainage problem by them. The Clerk/Treasurer was directed to look for funds to cover the cost of engineering help.
I. Park
• The Park Board President Lee Nisley would like to hire Elsie Bickel
to help mow the parks, this would be the only function he will be performing
and will be a temporary position. Mr. Bickel’s rate of pay will be $6.00
per hour. Approved
II. Water Superintendent
III. Wastewater Superintendent
• Superintendent Ben Eldridge would like to inform the Council that he
received confirmation on June 10, 2002 that he passed his wastewater test and
will receive his license by July 7th, 2002.
• Review and sign the Agreement for Administration Services presented
by Cornerstone Grants Management, Inc. for wastewater grants. Greg Baumgartner
stated that after proof reading the agreement Council President Robert Majdak
would have the authority of the Council to sign the agreement.
IV. Maintenance Director
• Monthly report-See attached
• Discussion of the purchase of a new mower for the Maintenance Department.
Maintenance Director Beachy received two quotes for a 60” Kubota
for $6,050.00 with trade-in from Goshen
Farm and Lawn and a quote from Crystal Valley Power & Equipment to buy
out right for $9,500.00 or $5,500.00 trade in. The Council suggested that an
advertisement be published in the Goshen
News for three days and take bids, before selling or trading the old mower.
The Clerk/Treasurer was instructed to place an advertisement for the mower in
The Goshen News.
V. Marshal
• Stats-see attached
• Update on M&M Security.
Marshal Hathaway informed the Council that a switch for the Forest
River lift station is needed before the system will work the cost of the
switch is $695.83. The Council approved the purchase of the switch.
• Marshal Hathaway informed the Council that the fundraiser Block Party
for the projector went well. A total of $4,100.00 was raised. With donations
still coming in the amount may reach $5,000.00.
• Marshal Hathaway informed the Council that a Government grant for the
new vests was approved in the amount of $1,241.93, which is a match grant. The
Town will need to match $1,241.93. Ray O’Herron
Company came and measured the officers and will deliver the vest to be tested
by the Police Department the week of June 17th, 2002.
VI. Clerk/Treasurer
• The Clerk/Treasurer will be attending the State Board Account Schooling
in Indianapolis June 12th and 13th 2002.
• The Town of Millersburg will host the June 2002 Northeastern roundtable
for Clerk/Treasurers on June 27th, 2002 at the American Legion in Millersburg.
Registration will start at 6:30 p.m. dinner will be served at 7:00 p.m. the
Town employees are encouraged to attend, as the Clerk/Treasurer will need help
with the raffle and other activities.
• The Clerk/Treasurer informed the Council that residents have called
in and complained about the grass not being mowed at 213 E. Maple Street property
belonging to Mr. Paul Engle. The Council suggested that the Clerk/Treasurer
write Mr. Engle and send a copy of ordinance 1994-21 that addresses weeds, grass
or rank vegetation.
VII. New Business
• Discussion on redistricting wards for the Town of Millersburg. Council
President Robert Majdak asked if the head count needed was per house or Census
counts? The Clerk/Treasurer called the County and they informed her that heads
per house is the number needed. It was discussed that maybe the Council and
Clerk/Treasurer should do a head count of each household. The subject will be
discussed further at the next meeting.
• Deputy Clerk Branden Beachy presented the Council with a copy of the
proposed Salary Ordinance for 2003 with a 3% pay increase, increases in insurance
premiums, and PERF rate change. The Council will review and discuss at the budget-planning
meeting on June 24th 2000, which will start at 6:00 p.m.
• The schedule for budget planning will be Monday June 24th, July 8th
and July 22nd 2002 starting at 6:00 p.m.

Baumgartner and was carried by a voice vote.
